The IECC Energy Code is updated every three years, but adaptation is not immediate. Each state, municipality, and jurisdiction must ratify and implement the code, a process that can be lengthy. The 2021 IECC code is the most recent version being widely adopted and represents a leap up to 4 code cycles for many places. While the 2024 IECC codes have been released, the changes are generally small enough to be adopted by addendum, and as jurisdictions adopt the 2024 codes, the Leviton app will be updated to reflect those changes.

“The energy code is very black and white in "what" will be installed, designed, or engineered into the project based on building location, use, and condition (new vs. remodel). What it is not, is prescriptive in "how" an engineer, architect, or tradesman (electrician) is to accomplish the directed end state. 
This challenge is amplified in states that have newly adopted an energy code or have drastically changed their energy code adoption from a very dated and less stringent code year like 2010, to the 2021 code year where there are significant changes in application, areas, use cases, and technologies that must now be utilized to achieve compliance. 
Texas and Colorado are a prime example. Both are booming construction markets that have adopted the 2021 IECC and implemented enforcement mechanisms that assure the contractors comply with the requirements.”

Joshua Knott further explained,

Examples of the applications could be a classroom, a boardroom or private office, open office space, common hallways or entryways etc. Each one of these would require a different technology to achieve code compliance. Each of these spaces have nuanced requirements that associate with the amount of energy potentially consumed, ease of use and minimized disruption to the occupants, while offering maximum potential energy savings. 
The IECC is a detailed document that covers not only just electrical energy management requirements, but also walls, insulation, sound management, heating, cooling, and more. This document brings in insulation standards, roofing material standards, wall construction, window selection and utilization, and of course, electrical energy systems. Water, HVAC, Gas, and other energy sources are also addressed within the code. 
It is important to note that there are sections that address structural requirements which impact electrical requirements for instance. The document must be considered as a whole, rather than in part, relative to a specific trade discipline (e.g., electrical).
