According to the U.S. Department of Energy, Title 24 in California along with 6 states across the country follow a version of ASHRAE 90.1 that requires submetering for commercial and multi-tenant buildings.
As mandated by these requirements, measurement devices are now required to monitor the following individually: total electricity use; HVAC systems; interior lighting; exterior lighting; and receptacle circuits as part of a commercial building’s overall energy control infrastructure. Submetering devices provide more granular energy usage data in facilities to help improve building and operations performance.
By adding submetering, ASHRAE 90.1 2013, 2016, 2019, and 2022 Title 24 help facilities remain future-forward with the following strategies:
Energy Monitoring
- Monitors energy usage for specific building systems
- Records data on frequent intervals, which allows for reporting on trends over time
- Easy identification of improvement areas (such as malfunctioning equipment)
Tenant Billing
- Tracks individual tenant usage from total building usage, which can also be used for tenant billing and cost allocations
What does each code require?
ASHRAE 90.1 2013 and 2016 both require submetering, as does 2019 Title 24. The summaries of each code are listed below.
